Hertfordshire County Council were told by a mainstream school that it couldn’t meet Oliver’s needs. They lacked the staff, training, and environment to support him. The council named them anyway.

Hertfordshire County Council refused to consult our chosen specialist school, delayed the process with internal panels, and still named a mainstream school that said it couldn’t meet needs.

Before we even saw the draft EHCP, Hertfordshire were already sending it to a school and calling it “early consultation.” They know what the rules say, they just choose to interpret them differently.
